Regarding the waste paper bioethanol demonstration project promoted by ENEOS Corporation (Headquarters: Chiyoda-ku, Tokyo, President & CEO: Atsuharu Yamaguchi, hereinafter referred to as ENEOS ) and TOPPAN Holdings Inc. (Headquarters: Bunkyo-ku, Tokyo, President & CEO: Hideharu Maro, hereinafter referred to as TOPPAN Holdings),Nippon Paper Industries Co.,Ltd. (Headquarters: Chiyoda-ku, Tokyo, President & CEO: Sebe) We would like to inform you that we have begun construction for the construction of a pilot plant at the Fuji Plant of Nippon Paper Industries Co.,Ltd.
Bioethanol is expected to be used in various applications, such as as as as a raw material for automobile fuels and chemicals, to achieve carbon neutrality. In recent years, the production of SAF (sustainable aviation fuel) using bioethanol as a raw material has also attracted attention.
ENEOS and TOPPAN Holdings have been jointly considering the launch of a domestic bioethanol business (hereinafter referred to as the "Project") using recyclable waste paper and other raw materials since 2021*1 to decarbonize energy and realize a recycling-oriented society, and have been conducting a demonstration project for commercialization ( hereinafter referred to as the "Demonstration") since March 2024 ※2。 In order to further promote this demonstration, we have decided to start construction for the construction of a pilot plant.
In this demonstration, we will combine the pretreatment process developed by TOPPAN Holdings to remove unnecessary parts from recyclable waste paper such as waterproof paper and carbonless paper and turn it into a raw material rich in fiber, and the continuous production technology of ethanol developed by ENEOS. NIPPON PAPER INDUSTRIES will be responsible for providing part of the Fuji Plant site and operating part of the pilot plant (saccharification fermentation process). The scale of the pilot plant is planned to be about 1~3 tons/day for waste paper input and about 300 liters/day for bioethanol production. The company will start operations in the first half of 2027, and will utilize the knowledge gained through this demonstration to aim for commercialization of this business from FY2030 onwards.
This demonstration was adopted on July 22, 2024 by the New Energy and Industrial Technology Development Organization (NEDO) "Biomanufacturing Revolution Promotion Project". ※3
In the medium-term management plan announced in May 2025, ENEOS has stated that it will focus on biofuels and other businesses. Through the examination of manufacturing technologies for bioethanol-derived fuels and raw materials through this demonstration, we will contribute to the realization of a decarbonized society.

As one of the priority measures, we have set up "environment" and are promoting business activities.
